Ladies and Gentlemen,
We extend a heartfelt invitation to each and every Indian to witness and take part in what could be the largest, most ambitious economic transformation ever attempted by a non-governmental movement. Our mission is bold yet rooted in urgency — to elevate India from its current \$3 trillion GDP to a powerful \$120 trillion economy by the year 2035. To achieve this, we are forming a high-impact Commission to guide, monitor, and drive this unprecedented transition. We seek seasoned colleagues to help lead and manage this effort — retired bureaucrats, scientists, senior journalists, technocrats from private industry, military veterans, academic scholars, legal minds, economists, development practitioners, digital innovators, and civic leaders. Your experience, insight, and commitment could shape India’s destiny. This is not merely a project — it is a generational responsibility, and we invite you to answer the call.

1. National Commission for 120TrillionIndia (Up to 50 Members)

Role: This is the apex decision-making and steering body. It sets the overall vision, strategic direction, and high-level policies for the initiative. Members are drawn from diverse fields—industry, academia, policymaking, entrepreneurship, civil society—to ensure a broad perspective.

Chairperson (1)

Leads the Commission, presides over meetings, and represents the initiative publicly.
Acts as the final authority on strategic decisions, in consultation with the Executive Committee.

Vice-Chairs (2–3)

Assist the Chairperson, coordinate with the Secretariat and Subcommittees.
Step in for the Chair as needed; may also lead one or more Subcommittees.

Commission Members (up to ~45)

Eminent experts and leaders across key domains (manufacturing, innovation, finance, education, technology, governance, etc.).
Vote on major policy directions, approve new programs, oversee the initiative’s overall progress.
May also serve on or lead Subcommittees, bringing domain expertise.

Meetings & Frequency

Full Commission meets quarterly (or bi-monthly) to review progress, set directions, and resolve strategic issues.
Extraordinary sessions may be called for urgent matters or major policy shifts.

2. Executive Committee (10–12 Members from the Commission)

Role: A smaller core group within the Commission that handles day-to-day decision-making and fast-track approvals. Ensures continuity and swift action between full Commission meetings.

Composition

Chairperson, Vice-Chairs, plus selected domain leaders from the Commission.
Balanced representation from different critical fields (e.g., manufacturing, finance, education, technology).

Key Functions

Oversee implementation of Commission decisions; monitor project milestones.
Rapid response to emerging opportunities or challenges (e.g., major partnership offers, policy changes).
Coordinate cross-cutting matters that affect multiple Subcommittees.

Meetings & Frequency

Typically meets monthly (or more frequently if necessary).
Reports major decisions to the full Commission to maintain transparency and accountability.

3. Subcommittees / Domain Councils (6–10 Thematic Groups)

Role: Each Subcommittee focuses on one major pillar of the 120TrillionIndia roadmap. They develop detailed policy proposals, oversee specialized projects, and provide subject-matter expertise. Subcommittees drive work on the ground, under overall guidance of the Executive Committee.

Possible Subcommittees

Manufacturing & Industrial Growth: Aims for 30% global manufacturing share; addresses incentives, infrastructure for industry, supply chain.

Startup & Innovation Ecosystem: Promotes incubators, R&D, venture funding, fosters tech entrepreneurship and deep-tech innovations.

Education & Skills: Implements large-scale upskilling, digital education, NEP 2020 reforms, vocational training.

Infrastructure & Urban Development: Monitors highways, rail, ports, energy, smart cities; suggests PPP models and project financing.

Finance & Investments: Examines macro-policy, tax reforms, trade/FTA strategies, fundraising, FDI promotion, CSR partnerships.

Policy & Governance: Crafts legislative proposals, ease-of-doing-business reforms, digital governance frameworks.

Agriculture & Rural Empowerment (optional): Focuses on agri-tech, rural development, value-chain integration, and farm-based industries.

Global Alliances & Diplomacy (optional): Oversees international collaborations, diaspora engagement, foreign investment outreach.

Structure & Leadership

Size: Typically 5–8 members each (mostly Commission members plus outside co-opted experts, if needed).
Leadership: Each Subcommittee has a Chair (usually a Commission member) and a small secretariat for coordination.

Meetings & Frequency

Monthly or bi-monthly, reporting key recommendations back to the Executive Committee.

4. Secretariat (Full-Time Operational Team)

Role: The professional/operational core of the Commission. They handle logistics, communications, research support, and day-to-day management so that Commission members and Subcommittees can focus on strategy.

Secretary-General (1)

Chief administrator overseeing the Secretariat, ensuring the Commission’s directives are executed efficiently.
Coordinates agendas, meeting schedules, minutes, and follow-up action.

Deputy Secretaries / Directors (Heads of Functional Units)

Operations & Logistics: Event management, Commission meetings, scheduling.
Research & Policy Support: Drafting policy briefs, collecting data for Subcommittees, coordinating with the Think Tank.
Communications & Media: Press releases, social media, website, public outreach.
Finance & HR: Budgeting, fundraising support, staff management.
IT & Platform Management: Oversees the digital platform (120TrillionIndia.org), data security, user engagement tools.

Staff & Support Personnel

Policy analysts, communication specialists, coordinators, IT developers, admin staff.
Liaise closely with each Subcommittee to provide data, project management, and operational backup.

Note

The Secretariat is a permanent, full-time entity with paid staff, ensuring continuity between Commission sessions and driving day-to-day tasks (arranging events, publishing reports, etc.).

5. External Expert Panels & Working Groups (Flexible, As Needed)

Role: Provide specialized inputs on emerging topics or short-term projects. Not permanent; convened for a defined duration or specific deliverables.

Composition

Pool of experts outside the Commission (specialists in semiconductors, AI, biotech, policy drafting, etc.).
Could include retired bureaucrats, domain consultants, international experts.

Working Group Examples

Semiconductor Fab Setup Working Group (under Manufacturing Subcommittee).
AI/ML Policy Taskforce (under Startup & Innovation Subcommittee).
Supply Chain Diversification Panel (to address global shifts and attract foreign investors).
National Curriculum Advisory Group (under Education & Skills).

Lifecycle: Typically form when a Subcommittee identifies a pressing need, gather for ~3–6 months, produce recommendations or draft plans, then dissolve. This keeps the structure flexible and dynamic.

6. Regional / State-Level Councils (Optional, But Advisable)

Role: Extend the Commission’s presence and agenda closer to the ground. Align state-level stakeholders with the national 120TrillionIndia vision, ensuring local involvement.

State Councils

Each major state has a Council of local experts, industry figures, government liaisons.
They adapt Commission policies to local conditions and feed state-level insights back to the top.

City or District Chapters

In especially large or strategic districts/cities, local chapters can champion local projects (e.g., infrastructure push, startup incubators) aligned with the Commission’s guidelines.

These councils do not need to be large. ~10–15 members, reporting to relevant Subcommittees.
They help with implementation, local partnerships, and pilot programs.

7. Advisory Board or Honorary Patrons (Optional)

Role: A select group of senior statespersons, global leaders, or highly respected figures who lend credibility, offer high-level advice, and open doors internationally. Typically do not engage in daily operations or direct oversight.

Composition

Past presidents/prime ministers, top philanthropists, global economists, Nobel laureates, etc.

Function

Provide occasional counsel, help in raising funds or forging important global ties, act as brand ambassadors of the initiative.
